Florence Mukai Ngungu is an accomplished public investments specialist with over a decade of professional experience in Government investments, public finance, and State-Owned Enterprise reforms. She currently serves as a Senior Investment & Public Enterprise Officer at the National Treasury, where she provides strategic policy advice on Government investments, oversees State Corporations, and supports evidence-based decision-making to strengthen public sector governance. Throughout her career, she has played a key role in developing policy and regulatory frameworks, coordinating institutional reforms, reviewing Government investment proposals, and supporting fiscal oversight initiatives. Her work has contributed significantly to improving accountability, transparency, and efficiency in the management of public resources across Government institutions. Florence brings to the KMFRI Board extensive expertise in investment governance, public enterprise management, policy analysis, and strategic planning. Her experience in financial oversight and institutional governance supports the Institute's mandate of delivering impactful marine and fisheries research while ensuring prudent stewardship of public resources. Experienced in evaluating Government guarantees, financing proposals, policy development, stakeholder engagement, and capacity building across Ministries, Departments and Agencies.
