Kenya Marine and Fisheries Research Institute (KMFRI), a State Corporation under the Ministry of Mining, Blue Economy and Maritime Affairs,   State Department for Blue Economy and Fisheries, was established by an Act of parliament (The Science and Technology Act Cap. 250 of the Laws of Kenya of 1979) which has since been repealed by The Science, Technology and Innovation Act No.28 of 2013.

KMFRI's mandate is to undertake research in "marine and freshwater fisheries, aquaculture, environmental and ecological studies, and marine research including chemical and physical oceanography", in order to provide scientific data and information for sustainable development of the Blue Economy. The Institute is also mandated to cooperate with other organizations and institutions of higher learning in training programmes and on matters of relevant research. The Institute has Research Centers and Stations located at Mombasa, Kisumu, Naivasha, Baringo, Kegati, Sangoro, Sagana, Turkana, Mutonga, Shimoni, a research substation at Gazi and the Nairobi liaison office.

KMFRI is seeking to recruit INTERNALLY self-motivated professionals who are team players to fill the following vacant positions within her approved staff establishment: 

1. KMF/1. Assistant Director, Administration (KMFRI Grade 4) - Post(s)– One  (1) 

(a) Duties and responsibilities of the officer entail:-

  1. Advising management on administrative policies, procedures and regulations;
  2. Providing leadership in the development and implementation of administration plans and budgets, within and outside the department in order to ensure efficient and cost-effective provision of and Administration services throughout KMFRI;
  3. Responsible on day-to-day operations on transport activities through authorizing official engagement to ensure smooth and timely operation;
  4. Developing and implementing administration policies and strategy, by enforcing relevant institutional regulations to achieve the desired efficiency in the utilization of human capital;
  5. Preparation of annual operating budgets and work plans for the administrative department and establish proper internal monitoring and control systems;
  6. Interpreting administration regulations to guide their implementation and ensure compliance for smooth running of the institute;
  7. Coordinating disaster management activities in the institute;
  8. Ensuring staff appraisals and staff development of the department; 
  9. Initiating administrative staff training and development and other policy matters;
  10. Providing cross-functional liaison for administrative matters;
  11. Facilitating meetings, conferences and other special events;
  12. Ensuring general maintenance of office equipment’s and building is undertaken;
  13. Generating administrative reports on repairs and maintenance;
  14. Ensuring acquisition of legal documents such as motor vehicle and assets insurances;
  15. Facilitating renewal of insurance policies for company property and motor vehicles.

 (b) Requirements for Appointment/Person Specifications

  1. At least eight (8) years in relevant work experience and at least three (3) years in a management position in public service or private sector;
  2. Master’s degree in Public Administration; Business Administration; Business Management; Office Management or its equivalent qualifications;
  3. Bachelors Degree in Public Administration; Business Administration; Office Management or its equivalent qualifications;
  4. Minimum KCSE C+ (plus) or its equivalent;

 2. KMF/2.  Principal Research Scientist (Aquaculture) (KMFRI Grade 4) - Post(s)– One  (1) 

(a) Duties and responsibilities in this position will entail:

  1. Advising the Director on matters of research and development in respective directorate;
  2. Participating in developing aquatic and allied natural resources, research and development policies; 
  3. Participating in the coordination of research and development activities in high profile international fora and publications;
  4. Developing and coordinating medium to large sized multi-disciplinary research teams; 
  5. Identifying opportunities for international profile and reputation of the institute; 
  6. Participating in monitoring and evaluation of research and development activities;  
  7. Developing proposals for resource mobilization for research and development; 
  8. Participating in writing appropriate technical reports including refereed journal papers, book chapters, research notes, technical notes, conference papers and posters, dissemination flyers;
  9. Disseminating research findings in local and international fora that include seminar, workshops, congress;
  10. Briefing visitors including County and National government on department research activities;
  11. Planning and executing relevant courses to improve research skills for scientists;
  12. Participating in implementing relevant ISO standards in their departments;
  13. Coordinating the training, supervision and mentoring of scientists, technologists, and students; 
  14. Coordinating the identification of innovations and technologies for up-scaling.
  15. Monitoring and evaluation of research contracts; 
  16. Providing scientific advisory services;
  17. Coordinating the development, implementation and review of the institute’s and national marine and fisheries research policies; 
  18. Coordinate the supervision of interns and students on attachment 
  19. Appraisal of staff under supervision; 
  20. Coordination of proposal developments for research work;
  21. Mentoring young scientists and technical staff;
  22. Identifying research questions and development proposals; 
  23. Reviewing research proposals developed by scientists;
  24. Reviewing Environmental Impact Assessments and Audit from NEMA;

(b) Requirements for appointment/Persons Specification

  1. At least eight (8) years of relevant experience, at least three (3) years of which as a Senior Research Scientist or in a comparable position in the public or private sector;
  2. Bachelor’s Degree in any of the following; Mathematical Sciences, Earth Sciences, Social Sciences, Environmental Science, Natural Resource Management or; or any other aquatic, fisheries or equivalent from a recognized institution;
  3. Master’s Degree in any of the following; Marine or Fisheries Sciences, Biological or Physical Sciences, Sociology, Economics, Biometrics, Environmental Studies; or equivalent from a recognized institution;
  4. Doctorate Degree in any of the following; Aquatic or Fisheries Sciences, Biological or Physical Sciences, Sociology, Economics, Biometrics, Environmental Studies; or equivalent from a recognized institution;
  5. Published a minimum of nine (9) peer reviewed publications in ISI-indexed journals, with at least three (3) first authorship as a Senior Research Scientist, KMFRI Grade 5, or a comparable position.
  6. Management course lasting not less than four (4) weeks, or equivalent, from a recognized institution;
  7. Evidence of engagement in community work or country contribution;
  8. Evidence of funds development / research funds attraction as Co/Principal in a large project as a Senior Research Scientist;
  9. Membership in a relevant professional body and in good standing;
  10. Demonstrated outstanding professional competence as reflected in work performance and results;

 3. KMF/3.  Principal Internal Auditor (KMFRI Grade 5) - Post(s)– One  (1) 

(a) Duties and responsibilities in this position will entail:

  1. Developing assurance engagement plans including identification and documentation of engagement objectives, engagement risks, materiality, sampling criteria, sample sizes and budgets.
  2. Monitoring progress of audit engagements to ensure that they are within time and financial budgets.
  3. Directing engagement opening and closing meetings with clients to ensure expectations are clearly identified, assessed, and met.
  4. Consolidating audit findings and recommendations documented by engagement team members and drafting and audit report for review by the Assistant Director, Internal Audit.
  5. Evaluating progress and effectiveness of action taken to implement audit recommendations received from internal and external audits;
  6. Developing and documenting work programs that achieve the engagement objectives.
  7. Providing leadership to engagement teams to ensure delivery on the engagement plan.
  8. Providing input in the preparation of the Internal Audit budget and work plan;

  3. Minimum grade of C Plus (C+) in the Kenya Certificate of Secondary Education (KCSE) examinations, or its equivalent;
  4. Relevant professional qualification such as Certified Public Accountant (CPA), Association of Chartered Certified Accountants (ACCA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM), Certified Risk and Information Systems Control (CRISC) or equivalent;

 4. KMF/4.  Principal Accountant (KMFRI Grade 5) - Post(s)– One  (1) 

(a) Duties and responsibilities in this position will entail:

  1. Participating in design, development and implementation of proper accounting systems to ensure that internal controls are in place to safeguard the Institute financial resources from all forms of misuse;
  2. Preparing of statutory and other financial reports for management review and onward submission to the relevant authorities;
  3. Preparing periodic management reports to assist in Management decision making;
  4. Participating in budget preparation;
  5. Ensuring that financial expenditure is planned, controlled and properly authorized;
  6. Overseeing the functions of the cash office, debt and credit management and bank reconciliation for effective service delivery;
  7. Maintaining the fixed assets register;
  8. Overseeing the compilation of data and analysis of support schedules to facilitate the systems and financial audits;
  9. Providing training and guidance to staff working under his/her responsibility;

  3. Minimum KCSE C+ (plus) or its equivalent;

  4. Reviewing project proposals, scientific publications and grant applications for submission;

(b) For appointment to this grade, a person must have:- 

  1. At least six (6) years of relevant experience, three (3) of which must have been as a Research Scientist or a comparable position in the public or private sector;
  2. Experience in operating oceanographic instruments such as Acoustic Doppler Current Profiler (ADCP), Conductivity Temperature Depth (CTD) meters, marine robots and towed or self-powered underwater vehicles, hydro-acoustics equipment, current meters etc;
  3. Experience in the development of regional ocean models is essential. Prior modelling experience with Regional Oceans Modeling System (ROMS) will be an advantage;
  4. Experience in the analysis of satellite and tide-gauge sea level observations;
  5. Excellent data analysis and data visualization skills. Good technic al skill in Linux shell scripting/ Python/ MATLAB/ RDI and Nortek software or similar packages is essential;
  6. Experience in conducting surveys in vessels at sea;
  7. BSc in Environmental Science, Aquatic Sciences and Physical Sciences;
  8. Master’s in Physical Sciences/Oceanography from a recognized university OR Masters in Environmental Science with advanced training in Physical Oceanography;
  9. Published a minimum of five (5) peer reviewed publications in ISI-indexed journals, with at least two (2) first authorship as a Research Scientist, KMFRI Grade 6, or a comparable position;
  10. Good understanding in sea level and climate change studies, studying the properties of currents, waves, tides and ocean circulation, plus the temperature and salinity of oceans;
  11. Supervisory course lasting not less than two (2) weeks from a recognized institution;
  12. Project Management Course lasting not less than one (1) month from a recognized institution;
  13. Demonstrated professional competence as reflected in completed research and results;

  2. Ensuring mail are received, sorted, opened, and dispatched and related registers are maintained;
  3. Ensuring sorting, classifying, and indexing of documents for filing;
  4. Ensuring storage, updating and maintenance of personnel records and file index;
  5. Ensuring control in opening of open, confidential, and secret files;

9. KMF/9.  Engineer (KMFRI Grade 6) - Post(s)– One  (1) 

(a) Duties and responsibilities in this position will entail:

  1. Interpretation of design and costing of research infrastructure, plant and equipment; inspecting and testing of plant and equipment;
  2. Designing engineering and infrastructure projects;
  3. Supervision of infrastructure projects;
  4. Generation of site meeting report as directed;
  5. Interpretation of design and costing of research infrastructure, plant and equipment; inspecting and testing of plant and equipment;
  6. Preparation of bill of quintiles and specification for tendering; and
  7. Compilation and summation of departmental quarterly and annual reports.

10. KMF/10.  Principal Engineering Technician (KMFRI Grade 7) - Post(s)– Two  (2) 

(a) Duties and responsibilities in this position will entail:

  1. Supervising inspection and servicing of electrical and other related equipment;  
  2. coordinating electrical installation works, maintenance and repair of buildings;
  3. Ensuring continuous electricity and water supply; 
  4. Preparing and cascading performance contract to the rest of staff;   
  5. Monitoring and evaluating electrical, building civil and Research vessels works;
  6. Preparing appropriate inspection reports; 
  7. Budgeting for the electrical, building, civil, Equipment and Research vessels works; and

(a) Duties and responsibilities in this position will entail:

  1. Participating in preparation of periodic budget(s);

  1. Verify and examine payment vouchers and staff imprest warrants;
  2. Participate in preparation of periodic budget(s);
  3. Participate in the Institute budget making process and revision of the same;
  4. Preparing expenditure reports based on approved budgets;
  5. Maintain and updating the vote book entries;
  6. Participating in preparation of final accounts;
  7. Identify officers with outstanding balances and ascertain closing balances at the end of every month;
  8. Process statutory deductions for timely submission to comply with the regulations;

  2. Passed Part II of the Certified Public Accountants (CPA) Examination or its equivalent OR Diploma in Finance / Accounts from a recognized institution;

13. KMF/13.  Human Resource Management Officer  (KMFRI Grade 7) - Post(s)– One  (1) 

(a) Duties and responsibilities in this position will entail:

  1. Preparing notes, draft correspondences, entering and processing data, writing reports on matters relating to human resource administration to ensure appropriate action is carried out;
  2. Implementing staff recruitment and selection processes decisions to fill vacant positions and prepare recommendations for staff appointments to facilitate hiring of suitable candidates;
  3. Processing of salaries, allowances, benefits and final dues and payroll administration;
  4. Processing employee recruitment, promotion and exit documents;
  5. Updating and maintaining employee records in their personal files and the human resource information system;
  6. Maintaining compliment control;
  7. Analyzing data on work environment and employees’ satisfaction surveys;
  8. Analyzing data in relation HIV/Aids Prevention, gender, disability mainstreaming, Alcohol, Drug and Substance Abuse, WIBA, OSHA;
  9. Undertaking training needs analysis, projections and to inform on the training programmes;
  10. Administering performance appraisal, collating performance related data, analyzing and preparing related reports;
  11. Providing input in the preparation of division budget and work plans to ensure smooth flow of operations; and

14. KMF/14.  Assistant Research Scientist (Socioeconomics)  (KMFRI Grade 7) - Post(s)– One  (1) 

(a) Duties and responsibilities in this position will entail:

  1. Identifying research problem with stakeholders;
  2. Prioritizing research problems for implementation;  
  3. Developing research concepts; 
  4. Identifying relevant literature material; 
  5. Collecting of data in the field;
  6. Data Analysis;
  7. Writing appropriate technical reports including research notes, technical notes, conference posters, dissemination flyers;
  8. Organizing and implementing dissemination activities that include Open days, ASK shows;
  9. Disseminating research findings in local fora that include seminar, workshops, congress;
  10. Mentor students on attachment, interns and visitors including High School and Colleges;
  11. Implementing relevant ISO standards in their departments;

15. KMF/15.  Senior Engineering Technician (KMFRI Grade 8) - Post(s)– One  (1) 

(a) Duties and responsibilities in this position will entail:

  1. Undertaking electrical installations; 
  2. Inspecting and servicing electrical equipment; 
  3. Maintaining and repairing buildings; 
  4. Maintaining marine research vessels
  5. Maintaining internal road network; 
  6. Servicing generators, Air condition, Firefighting, electrical and other related equipment; 
  7. Maintaining electrical, building and Research Vessels records for service;  
  8. Following up with Kenya Power and Lighting Company for power supply;
  9. Verifying water and electrical meter readings and ensuring settlement of the bills. 
  10. Providing input to the procurement department to source for materials to be used in the accomplishment of tasks and assignments.
  11. Carrying out routine checks on equipment, machines and tools for efficiency to avoid breakdowns and operational cost.

  3. Interpreting drawings; 
  4. Supervision of works;

  1. At least six (6) years Relevant Experience as senior artisan;
  2. Kenya Certificate of Secondary Education (KCSE) of minimum mean grade ‘D+’ or its equivalent qualification from a craft Certificate from a recognised institution OR Government Trade Test Grade I in the respective field of duty;
  3. Relevant Engineering Technician III certificate from a recognized institution in their respective fields;
  4. Certificate in Computer Applications;

  2. Carrying out routine checks for repairs and maintenance of metal works;
  3. Interpreting works requisition. 

(b) Requirements for appointment/Persons Specification

  1. At least three (3) years Relevant Experience
  2. Kenya Certificate of Secondary Education (KCSE) of minimum mean grade ‘D’ (plain) or its equivalent qualification from a recognised institution; 
  3. Government Trade Test Certificate Grade III in the respective craft; and

18. KMF/18.  Bosun (KMFRI Grade 10) - Post(s)– Two  (2) 

(a) Duties and responsibilities in this position will entail:

  1. Deploying and supervising personnel working under the officer; 
  2. Maintaining general safety and upkeep of the vessel; 
  3. keeping watch of the gangway and ensuring good ground look out of the vessel, 
  4. pay marks of respect of the ships and conduct colors and make general broadcasts;  
  5. The actual mooring and unmooring of the vessel; 
  6. Handling and operating of all deck gear such as toppling,
  7. Cradling and housing of booms; calling the watch; 
  8. Conducting emergency drills; 
  9. Performing of specialized assignments as may be assigned from time to time. 

(b) Requirements for appointment/Persons Specification

  1. Satisfactorily served as Able Seaman or equivalent for a minimum of three (3) years;
  2. Able Seaman Certificate or its equivalent; 
  3. Standards of Training, Certificate and Watch-keeping (STCW) Survival at Sea Certificate;  
  4. swimming skills; and
  5. Meet requirements of Chapter Six (6) of the Constitution
